早在2010年，中國政府就提出，愿與東盟共同努力，推進中國與東盟互聯互通建設建成，并成立了中國－東盟互聯互通合作委員會。2014年，亞太經合組織領導人北京會議通過了《亞太經合組織互聯互通藍圖（2015~2025）》。⑧同年，亞洲基礎設施投資銀行成立，它將為亞太區域的基礎設施互聯互通建設提供資金融通的便利條件。目前，多數東盟國家的基礎設施相對滯后，海陸空交通設施、電力供應、配套產業明顯不足，這為我國企業到當地投資和工程承包提供了廣闊的市場。參照東盟區域基礎設施互聯互通的規劃，我國應有選擇地參與東盟區域基礎設施互聯互通項目，規劃中國—東盟區域基礎設施互聯互通計劃。同時，把握各國具體國情和營商環境，做好和做足可行性研究，規避和管控系統性風險。

—Also on the ASEAN Economic Community and the "Belt and Road" Initiative

Abstract: By the end of 2015, ASEAN officially announced the establishment of the ASEAN community, which marks the ASEAN economy's entry into the community era. In November 2015, ASEAN issued the "ASEAN Economic Community Blueprint in 2025" which outlines a vision for the development of the ASEAN economic community in the next decade and puts forward the five pillars of the development of the ASEAN economic community. In terms of the ASEAN Economic Community blueprint, it has many similarities with the "Belt and Road" initiative, so that they can gradually realize strategic docking. As a sub-regional economic integration organization, the ASEAN economic community will have a profound impact on the global economic and geopolitical pattern, and also on the implementation of the “Belt and Road” strategy in China.
