形成流域—交通—產(chǎn)業(yè)—生態(tài)—開放“五位一體”的束簇狀城鎮(zhèn)體系，提升城鎮(zhèn)化發(fā)展質(zhì)量。通過構(gòu)建以流域一體化為主線的“水軸串城”的串珠狀城鎮(zhèn)體系，以交通一體化為主軸的“陸軸連城”的軸輻式城鎮(zhèn)體系，以城市群為主體的“1+2+3”梯度發(fā)展的城市群結(jié)構(gòu)體系，以產(chǎn)業(yè)布局一體化為主導(dǎo)的“產(chǎn)業(yè)鏈城”的產(chǎn)城融合型城鎮(zhèn)體系，以生態(tài)環(huán)保一體化為先導(dǎo)的生態(tài)型城鎮(zhèn)體系，以江海聯(lián)動為主出口的雙向開放型城鎮(zhèn)體系，形成流域—交通—產(chǎn)業(yè)—生態(tài)—開放“五位一體”的長江經(jīng)濟(jì)帶束簇狀城鎮(zhèn)體系，不斷優(yōu)化長江經(jīng)濟(jì)帶城鎮(zhèn)等級規(guī)模結(jié)構(gòu)體系、城市職能分工體系和空間結(jié)構(gòu)體系，緩解經(jīng)濟(jì)帶城鎮(zhèn)化的資源環(huán)境壓力，提升長江經(jīng)濟(jì)帶對外開放度，提升城鎮(zhèn)化發(fā)展質(zhì)量，實現(xiàn)長江經(jīng)濟(jì)帶產(chǎn)業(yè)發(fā)展與布局一體化、流域上中下游一體化、基礎(chǔ)設(shè)施建設(shè)一體化、生態(tài)建設(shè)與環(huán)境保護(hù)一體化、城鄉(xiāng)發(fā)展與城鄉(xiāng)統(tǒng)籌一體化、區(qū)域市場一體化、社會發(fā)展和基本公共服務(wù)一體化，把長江經(jīng)濟(jì)建設(shè)成為上下協(xié)同、江海聯(lián)動、多式聯(lián)運、人水和諧、經(jīng)濟(jì)共榮的命運共同體和利益共同體，為國家新型城鎮(zhèn)化發(fā)展作出重大貢獻(xiàn)。

—The Idea of the Cluster-shaped Cities System of the Yangtze River Economic Belt

Abstract: The system of the cities along the Yangtze River Economic Belt are pyramid-structured in terms of their size; the functions of the cities in the lower reaches are more complementary with each other than those in the middle and upper reaches, which are yet to form a complete system; the cities are unevenly distributed, causing high costs of city connectivity as well as great pressure on the resources and environment within the river basin. This paper suggested taking integrating the river basin as the main line, developing a necklace-like cities system where "the Yangtze River is the rope and the cities along it are the pearls"; focusing on integrating transportation, and developing a road system connecting all the cities and towns; being based on the integrated industrial distribution, and building a cities system where the industry and the city are integrated involving the full industrial chain; integrating the protection of the ecological environment, and developing an ecological cities system; combining the rivers and the sea, and developing a cities system of two-way opening up; and forming a cluster-shaped cities system.
